Hon. David McIntosh: David McIntosh served as a United States Congressman from 1995-2001, where he was a leader of the Freshman Class of 1994 and Chairman of the Subcommittee on Regulatory Relief. Also a member of the Republican House Leadership committee, David worked extensively on budget and tax matters. In 2000, David ran as the Republican nominee for Governor of Indiana on a platform of aggressive property tax cuts. His strong record of governmental service and leadership began when he was Special Assistant to President Reagan. As Executive Director of President Bush's Council on Competitiveness, he worked closely with Vice President Dan Quayle to reduce excess regulation, promote biotechnology and speed FDA approval of new drugs. David is also a co-founder of the conservative Federalist Society for Law and Public Policy. After serving in Congress, David became a Professor at the Ball State University School of Business where he taught courses on the economics of regulation and the environment.

Lt. Michael Reed: Mike is a life-long resident of Anderson, Indiana and a retired lieutenant of the Anderson Police Department where he has served his community for over 28 years. Mike’s last assignment was commander of the criminal investigations division. He was also commander the department’s SWAT team. Because of his experience and expertise in a broad range of law enforcement activities, Mike provides the Board with a Customers view. Mike also provides tactical consulting with regard to the applications of XADS technology in real-world scenarios, and is highly experienced in writing training materials to support tactics and technology development.

Dr. Bill Wylam: Dr. Wylam has a degree in Materials Science Engineering from Purdue University receiving an Honorary Doctor of Engineering degree in 2005.  He formerly was Chief Engineer-Batteries, Director of International Manufacturing, and Director of Technology Development for the Delco Remy Division of General Motors Corporation. He led the development of many electric and hybrid-electric powertrain systems including the motor and battery system for the GM EV1 electric vehicle. These systems included advanced motor-generators, power electronics and energy storage systems. In 1998 he joined Delco Remy International (now Remy International) as Corporate Director-Technology, retiring in 2005 to manage International Energy.

Dr. Wylam is also President of International Energy, LLC and the Chairman of Electricore, Inc., an Indiana-based not-for-profit corporation which organizes public-private partnerships to conduct research and development projects in the area of advanced manufacturing. Since being founded in 1992, Electricore has managed projects totaling over $150 million. He is also a director of the Flagship Enterprise Center, the new Certified Technology Park in Anderson, Indiana and a member of the Dean’s Industry Advisory Council of the Purdue School of Engineering and Technology at IUPUI.  He is also a member of the Advisory Board for the Lugar Center for Renewable Energy and a member of the Technical Advisory Board of the Indiana Energy Systems Network.

Mr. Gary Hoover: Gary Hoover began studying enterprises by subscribing to Fortune magazine at the age of 12. He then studied economics under Milton Friedman at the University of Chicago, served as a securities analyst on Wall Street, was a department store buyer, and then became chief of strategic planning and acquisitions for the May Department Stores Company. At the age of 30, he left the corporate world to start his first enterprise, Austin-based BOOKSTOP, the first book superstore chain, which was sold to Barnes & Noble seven years later and became the cornerstone of the largest book chain. He next founded the company that became Hoover’, operators of hoovers.com, the leading provider of company profiles on the Internet. This company went public in 1999 and was acquired by Dun & Bradstreet in 2003. Gary also served for five years on the Board of Whole Foods Market, also based in Austin. In 2001 he wrote the book Hoover’s Vision: Original Thinking for Business Success, and today travels the world teaching entrepreneurship and strategy.

Mr. Charles Staley: Mr. Staley is President and CEO of the Flagship Enterprise Center (FEC). The FEC is recognized by the state as a Certified Technology Park and is a partnership between Anderson University and the City of Anderson. The FEC provides a network of services to insure the success of new and early stage businesses in a new state of the art facility. Mr. Staley also heads the area of engagement at Anderson University.

Personally, Staley has built numerous residential, commercial and industrial facilities and has successfully launched several new businesses in central Indiana. He brings a wealth of experience in asset and property management as well as local and regional economic development expertise to the Board.

Mr. Randall Wilson: Randy is XADS CPA, and is a trusted consultant to XADS management and staff. Mr. Wilson brings insights into financial, tax, and accounting issues in a resourceful and entrepreneurial manner.

Mr. Michael Guidry: Mr. Guidry is the Founder, Chairman of the Board and Chief Executive Officer of The Guidry Group. The company began operation in 1986. He is recognized worldwide as a leader and innovator in the field of security. Mr. Guidry has over 20 years of experience solving security problems for many of the largest and most prestigious companies in the world.

Mr. Guidry has a reputation as one of the leading cellular communications and network security fraud experts in the world. His work has pioneered numerous innovative techniques saving hundreds of millions of dollars in lost revenues. Mr. Guidry’s work in the security industry has led him over 103 different countries around the world.

Listed here are some of Mr. Guidry’s qualifications and accomplishments:

• Conducted physical security surveys at government facilities and corporate headquarters on six continents.
• Has lectured to foreign government representatives at U.S. State Department Symposiums on counter-terrorist measures. Testified before U.S. Senate on cellular fraud investigation.
• Successfully resolved several hostage situations and kidnappings in South America, the Middle East, and Europe.
• Revolutionized cellular phone fraud investigation. Literally writing the book on cellular phone fraud investigation for the Cellular Telecommunications Industry Association (CTIA).
• Security consultant for NBC sports during the 1988 Olympic Games in Seoul, South Korea, the 1992 Olympic Games in Barcelona, Spain and the 1989 Super Bowl in Miami, Florida.
• Responsible for security at the 1994 World Cup Games in Dallas, Texas.
• Received a Letter of Commendation from President George Bush of the United States and was awarded a Letter of Appreciation from the Korean Consulate General.

Colonel Mark S. Davis, USMC (Ret)

Mark Davis grew up in Franklin, Indiana and graduated from Anderson College, Anderson, Ind.  He was commissioned a 2nd Lieutenant in July 1974 and began a three decade career in the U. S. Marine Corps.   Serving in operational assignments in every rank from 2d Lieutenant to Colonel he commanded units ranging from a 45 Marine platoon to a Division Headquarters Battalion with 1500 Marines and Sailors.

As a Captain he served on recruiting duty, and as a Major ran the Marine Corps training program for recruiting personnel.  He deployed as part of Operation Sea Angel conducting disaster relief operations in Bangladesh, served with the Marine component of Joint Task Force – Los Angeles during the LA riots, and commanded a 155mm howitzer battalion.  He served on joint duty providing DOD support for civil agencies and later helped order the deployment of CONUS based forces throughout the world.  He is a graduate of the Army Artillery Officers Course (Basic and Advanced), the Marine Corps Command and Staff College and the Army War College.

As a Colonel he served with the 2d Marine Division as the Deputy Chief of Staff , G3 Operations; CO, Headquarters Battalion; and as the Division Chief of Staff.  As the Chief of Staff he assisted in the formation of a combined joint task force staff and subsequently deployed with it, as its Chief of Staff, to Djibouti, Africa.  Combined Joint Task Force – Horn of Africa (CJTF-HOA) conducted counter terrorism operations as part of Operation Enduring Freedom.  At the end of his tour with CJTF-HOA he returned to the 2d Marine Division and retired several months later with 29 yrs, 7 months service.

 Since retiring from the Marine Corps, Mark has divided his time between the restoration of a 110 year old farmhouse near Franklin and advising a variety of Indiana firms on DOD and military issues, and government contracting.
